Business and Investor Immigration to Canada

Buying or investing in a Canadian business does not automatically provide a work permit or permanent residence. The appropriate pathway depends on your experience, business plan, proposed role, location and the program rules in force.

Assess the pathway before investing

An immigration assessment should distinguish the business transaction from the requirements for temporary work authorization, provincial nomination and permanent residence. Employer-supported and LMIA-exempt work permits have different criteria.

Express Entry points

IRCC removed the 50 and 200 Comprehensive Ranking System points for job offers on March 25, 2025. Do not base a business purchase on a promise of those points. A job offer can still matter for certain program requirements.

Business-program availability

Federal Start-Up Visa intake is paused, and Self-Employed Persons Program intake is also paused. Provincial entrepreneur programs have their own conditions and intake arrangements.
